Framework and dependency upgrades across the build/test stack can introduce runtime/build compatibility issues and dependency conflicts, but functional code changes are minimal.

Overview
Upgrades the Orders module (core/data/web, DB-provider projects, sample app, and tests) from net8.0 to net10.0, and aligns EF tooling/packages to 10.0.1.

Bumps module/platform/dependency versions to the 3.1000.x line (including Directory.Build.props and module.manifest), updates test tooling (FluentAssertions, .NET Test SDK, move to xunit.v3 + runner updates), and adjusts validator tests to pass TestContext.Current.CancellationToken. The web package-lock.json is refreshed with newer webpack-related dependencies.
